- We were thinking of buying property in western Massachusetts, but this book has caused us to rethink that plan.
Note that this author is a respected attorney who has meticulously documented all events and points of law. She has provided copious references, copies of letters (some redacted), and detailed proof of all of her assertions. She clearly is an expert on this subject.
The book provided many examples of assessor malfeasance. It is hard to believe this sort of thing goes on these days. The things we read made our stomachs turn. The story about the accessors who went after the poor, sick 91 year old woman knowing she would die before she could contest their illegal activities was particularly repulsive.
It was also shocking to see how assessors have no oversight and can actually assess their own and their friends and relatives properties at any amount they choose with impunity!
We had been house shopping in the area for a while and had noticed with alarm as property taxes skyrocketed. It was strange to watch the home values plummet at the same time.

"Belchertown board OKs 3% increase in property taxes -- The rate will rise from $14.86 per $1,000 of assessed valuation, to $15.65 for the next fiscal year, an increase of 3 percent. [...] Under the new rate, owners of single-family homes in Belchertown assessed at the average of $251,487 will pay $3,935 in taxes for the year." Belchertown decided not to charge commercial property any higher than residential property.
The report goes on to quote the director of assessments in Belchertown, John Whelihan "We're still lower than the statewide average (of $4,390), if that's any consolation"

Yes, I am sure that makes residents feel much better about the fact that their taxes are going up while they are getting poorer each year as the economy continues to falter.
But aside from the exorbitant tax rates in the area, it is the corrupt, illegal, arbitrary activities of the assessors that is most disturbing. That along with the fact that the agencies that are there to protect people FAILED COMPLETELY to act when cases were brought to their attention. Yes, all the way up to the Attorney General!
Goodbye Massachusetts! We will buy property elsewhere, thank you very much. - Great book!! I tried a couple of the suggestions but unfortunately they didn't fly, and I am still getting screwed on my property tax.

- Can you IMAGINE?!!! This book outlines one horror story after another! The assessors were even threatening her by going onto her property and leaving nails in the driveway and other items as a warning to stop exposing their corruption!
The assessors were valuing their own houses far below market value, and everyone who challenged them far above market value. If that is not greed and corruption, I don't know what is!
Yes, the property values in western Massachusetts keep going up as property values are plummeting. The local governments declare they have to increase tax rates to make up for lost property taxes or services will be eliminated.
Well, gee, why didn't they lower tax rates when property values were booming and they were collecting excess revenue? Ever wonder about that?
And if property values ever increase again, do you think the rates will be lowered then to give you a break, or will you just pay an even HIGHER amount when they do?
This book is shining a light into the darkness that surrounds the entire property tax system in Massachusetts. Good for the author for her heroic efforts. And shame on us for letting these assessors get away with this vile behavior. - Because of this book I was able to save myself $900. I met with the assessors in my location and they reduced my property taxes by $900. Without the information in this book that never would have happened. Many thanks to Patricia Quintilian for this guide to keeping them honest. It sure opened my eyes!
